Punjab has enacted two ordinances to strengthen property ownership rights and digitize land management.
In a significant move to modernize land administration in the province, Punjab Governor Sardar Saleem Haider Khan has introduced two ordinances aimed at enhancing property ownership rights and streamlining land management processes.
The Punjab Land Revenue (Amendment) Ordinance, 2026, brings forth substantial reforms designed to boost transparency and efficiency. Key changes include linking land partition directly with the transfer of possession, as well as overhauling appeals and review processes. A legal framework for land demarcation is also established, which facilitates the removal of illegal occupants from properties.
A standout feature of the new ordinance is the shift towards digital governance. Land transfer processes will now be digitized through an e-registration system, allowing for electronic issuance of summons, notices, and public announcements. The role of patwaris is also limited to hereditary transfers, with the Board of Revenue designated as the sole authority to remand cases.
Additionally, the Protection of Ownership of Immovable Property (Amendment) Ordinance, 2026, replaces the previous dispute resolution committee with a more robust scrutiny committee that includes senior administrative and police officials. This new framework imposes stricter penalties on illegal property occupation, including imprisonment terms ranging from five to ten years and fines up to Rs10 million.
The updated procedure for handling property disputes will see cases adjudicated by tribunals consisting of serving judges, which is expected to expedite resolution times. The scrutiny committee is mandated to report within three days, leading to tribunal decisions within a month. These reforms aim to address issues of land grabbing, reduce resolution delays, and enhance legal protection for property owners.
