NHA Reports 56% Utilization of Development Budget in First Half of FY26

The National Highway Authority has utilized over half of its development budget for infrastructure projects in the first half of FY26.

The National Highway Authority (NHA) has reported that it has utilized more than half of its development budget within the first six months of the current fiscal year, according to official sources.

The NHA received a total allocation of PKR 223.28 billion under the Public Sector Development Programme (PSDP) for the execution of 71 infrastructure projects. From July 2025 to January 2026, the authority has spent PKR 124.31 billion, which constitutes approximately 56 percent of the total budget.

A significant portion of the funding has been allocated to the N-25 Balochistan Expressway, which has received PKR 100 billion for three projects, with PKR 55.13 billion already expended. Additional funding has been directed toward 14 essential rupee cover projects, where the NHA has utilized PKR 23.93 billion out of an allocation of PKR 61.57 billion.

Progress has also been noteworthy for projects nearing completion, with PKR 8 billion spent from the PKR 9 billion allocated for 10 sub-completed projects. Similarly, PKR 12.11 billion has been used from PKR 13.6 billion allocated to eight projects close to completion. However, three Build-Operate-Transfer (BOT) projects have seen limited progress, utilizing only PKR 81 million of their PKR 6 billion allocation.

Overall, the NHA is managing development projects worth around PKR 3.4 trillion, with expectations that PKR 2.7 trillion will transition into FY 2026–27. The Ministry of Planning, Development and Special Initiatives has authorized PKR 555.5 billion for disbursement during this period, with actual spending totaling PKR 272.78 billion.
